I would say Yes. They both failed in their services. WHO failed as a dedicated world serve medical organisation by not putting it on the world map as soon as it was discovered.

I am also suspecting that THIS IS A MAN MADE VIRUS and I DO NOT BELIEVE that it came from a BAT! Indians and most Asians have live with Bats and WE HAVE SEEN NO VIRUS OF THIS KILLING Nature.
I believe in diseases but NOT BATTY enough !
